Green Tier Communities

The Green Tier Communities program is intended to help voluntary charter municipalities save money, energy, land and become more competitive. This ultimately creates a superior quality of life for their citizens.

This is a joint effort of 1000 Friends of Wisconsin, a 501(c)(3) nonpartisan, land use advocacy membership organization, the Wisconsin DNR, and, the Center On Wisconsin Strategy – COWS is based at the University of Wisconsin-Madison, COWS is a 501(c)(3) nonpartisan, educational and charitable organization. Its budget comes from foundation and individual gifts and grants and technical assistance contracts.
